This one I was kinda inspirated by Batman Beyond's Aquagirl, but she's got some of Teen Titan's Aqualad too

Are you talking about the bubbles? Its a brush I got from ~NadiannaStock . The rest was just fill tool and some random distortion filters

Well, I do like the bubbles, but I was referring to the light portion of the small water waves.

Using the fill tool, I picked two blues and made a gradient. Then I used a regular brush tool and made two lines (one white with lots of blur at the edges and one blue). I duplicated the layer and used the ripple filter on the upper one. The rest is what you can see
